Car insurance is priced by ZIP code, and few ZIP codes move as many people as the ones outside a major installation. The ten largest bases in the country by active-duty personnel, from Naval Station Norfolk's 47,000 to Fort Carson's 24,500, sit in seven states and ten towns with very different insurance markets: Norfolk's liability average is twice Clarksville's, and the carrier that wins in Fayetteville doesn't appear in Killeen's table at all. Here is what each gate town pays, who prices lowest there, where USAA leads and where it doesn't, and the three things about military life that move the bill more than any discount.

The ten biggest bases and what their towns pay

The ranking is 24/7 Wall St.'s, built on the Department of Defense's 2019 base-by-base demographics, the most recent comprehensive count by installation. Fort Bragg was Fort Liberty from 2023 until early 2025 and Fort Hood was Fort Cavazos from 2023 until June 2025; both original names were restored in 2025, and the rate tables below use the towns, which never changed.

Source: active-duty personnel stationed at each base per 24/7 Wall St.'s ranking of DoD 2019 demographics; town rates from Insurify's city pages, current as of November 1, 2026 for Norfolk, Fayetteville, Jacksonville, Killeen, El Paso, Clarksville and Tacoma, October 21 for San Diego, and the September 2026 and current summaries for Oceanside and Colorado Springs (see the footer). Full coverage in these tables means 50/100/50 liability with $1,000 collision and comprehensive deductibles. The USAA column is where the carrier ranks in the town's liability table; it sells only to military members, veterans and eligible family.

Three things stand out. Norfolk is the expensive outlier: the world's largest naval base sits on low-lying coastal land, and its $149 liability average is the highest on the list, more than twice Clarksville's $72. The two Marine Corps towns in California are the only places where USAA is the outright cheapest carrier for liability, at $59 in San Diego against a $90 city average. And State Farm prices lowest in four of the ten towns, Killeen, Clarksville, Tacoma and El Paso, and sits among the three lowest in Colorado Springs, which makes it the one quote every military family should pull regardless of eligibility. Our state guides for Virginia, North Carolina, California, Texas, Tennessee, Washington and Colorado carry the full carrier tables for each state.

Where USAA leads, and where it only follows

USAA's reputation as the cheapest option for military families is true in exactly the places you'd expect it to be tested hardest. In San Diego it is first for liability at $59, a dollar under GEICO, and it stays first after a speeding ticket ($76) and after a DUI ($83). In Oceanside it leads the liability table as well. In Tacoma it is a dollar behind State Farm for liability ($73 against $72) and four dollars behind for full coverage ($146 against $142).

Then the pattern breaks. In Killeen, outside the Army's biggest post, USAA is fifth for liability at $80, nearly double State Farm's $45, and sixth for full coverage. In Clarksville it is sixth at $47 against State Farm's $40. In Norfolk it is third at $93 against Auto-Owners' $68 and State Farm's $70. In Fayetteville and Jacksonville it doesn't make the published liability tables at all. The lesson isn't that USAA is overpriced; it's that a national membership carrier prices regionally like everyone else, and in the Texas and Carolina base towns the regional winners are State Farm and Erie. Our USAA eligibility post covers who can buy it, and our USAA vs. GEICO comparison sets its base rate against GEICO's military discount state by state.

Why the gate towns price the way they do

The base is rarely the reason. Insurers rate the town, and the towns differ.

  • Norfolk pays for geography: low-lying land at the mouth of the Chesapeake, flooding in heavy rain, hurricanes and nor'easters, plus a dense city. Its $199 overall average runs well above Virginia's $162.
  • Tacoma pays for density and theft. The city has about 4,412 people per square mile against Washington's 116, and the Seattle-Tacoma-Bellevue metro ranked tenth in the country for vehicle thefts by volume in 2025. Its liability average of $121 is $26 above Washington's.
  • Killeen is cheaper than the Texas cities around it because of lighter traffic and a vehicle theft rate about a tenth of Austin's, though its 4.78% share of drivers with a ticket runs above the state's 3%.
  • Fayetteville sits a little above North Carolina's average on I-95 freight traffic and Cumberland County's density, and still far below the national average; Jacksonville, down the coast, is cheaper.
  • San Diego is cheaper than California's average despite 88 hours a year in traffic, because its theft rate matches the state's rather than Los Angeles's.
  • Clarksville has one of the higher averages in Tennessee, with a 29-minute commute longer than Nashville's and the Cumberland River's flood history, but Tennessee is a cheap state to start with.
  • El Paso has light traffic and a low theft rate for a Texas city, which is why State Farm's $43 there is the second-lowest liability rate on the list, behind Clarksville's $40.

The three things that move a military family's bill

1. A PCS reprices the policy, even when the plates don't change. Insurers rate the car where it's garaged, so orders from Fort Campbell to JBLM take a $72 liability average to $121 whatever state your registration stays in. Quote the new ZIP before the move, not after; our moving-states guide covers the timing and the paperwork.

2. The minimum policy changes shape at the state line. North Carolina's minimum is 50/100/50 with uninsured and underinsured motorist coverage equal to the bodily injury limits; Virginia's is 50/100/25; Texas is 30/60/25 with $2,500 of PIP and uninsured motorist coverage included unless you decline them in writing; California is 30/60/15; Tennessee 25/50/25; Washington 25/50/10 with PIP added unless you decline it; Colorado 25/50/15. A liability-only quote in Fayetteville buys twice the injury coverage of one in Clarksville, which is part of why the two towns' averages look the way they do. Our new liability-only explainer covers what those limits pay for and what they never do.

3. Uninsured drivers are a local risk. About 21% of Tennessee drivers are uninsured per the Insurance Information Institute, and the Insurance Research Council's 2023 estimates put California at 20.4%, Washington at 19.1% and Texas at 14.5%, so uninsured and underinsured motorist coverage is not the line to trim in the Clarksville, Oceanside, San Diego or Tacoma quote. Our uninsured motorist explainer covers how the coverage pays.

Deployment is the fourth, and it's a carrier question rather than a town question: what each company does with a stored car while you're gone is in the USAA vs. GEICO comparison.

How to shop it

  1. If you're eligible, quote USAA, then beat it. In San Diego and Oceanside it will probably win. Everywhere else on this list, State Farm, Erie or Auto-Owners is likely to come in lower.
  2. Quote State Farm everywhere. It leads four of the ten towns, sits among the three lowest in Colorado Springs and is $2 off the lead in Norfolk.
  3. Add the regional carrier. Erie in the Carolinas, Auto-Owners in Norfolk, Aspire General for full coverage in Southern California ($111 in San Diego, $106 in Oceanside).
  4. Keep the limits identical across quotes. The state minimum in one town is twice the coverage of the minimum in the next.
  5. Price the new duty station before the orders are final. Compare rates for the ZIP you're moving to while you still have time to budget for the difference.

Insurers don't price patriotism; they price ZIP codes, cars and records. The base is the one thing on your policy you don't choose, so treat the carrier as the thing you do. Compare military-eligible rates for your ZIP before your next renewal or your next set of orders.
